Paul is Director of Technology and Development at the GEM Foundation where he leads the Software Development and IT team and is also responsible for contracts and licensing. He received a first-class degree in Computer Science from Kent University, UK in 1993 and has worked in private and public- sector research and development organizations ever since. He has over 30 years of software development experience and has written code for low-power embedded consumer electronics devices, distributed multimedia systems, high-performance computing clusters and global databases for disaster risk reduction. Paul also has particular expertise leading software development teams, management of international and/or interdisciplinary projects and also has knowledge of intellectual property rights and licensing, particularly in the context of open-source software. Paul serves on the Steering Committee for the GFDRR Risk Data Library Standard (RDLS), an open data standard designed for disaster and climate risk data.
