Regional Programmes

GEM Regional Programmes are independently-run regional projects that are carried out in conformance with GEM standards and goals, involving local institutions and experts.

When pertinent, GEM organises regional workshops aimed at contributing to the kick-starting and setting-up of Regional Programmes, assisting also in coordination/management efforts.

GEM Regional Programmes involve local experts using GEM software and tools, who generate local data and validate the data and standards that are being created on a global level. They will also serve as a starting point for technology transfer in the region.

GEM actively supports the setup of regional programmes and the establishment of links to ongoing programmes in the various regions. The current situation in various regions is as follows:

Europe: There are 3 programmes linking to GEM; SHARE, SYNER-G and NERA. SHARE is focused on seismic hazard harmonization in Europe and covers all of Europe and the Maghreb countries. SYNER-G aims to develop a unified methodology, and tools, for systemic vulnerability assessment in Europe. NERA is aimed at creation of a European research infrastructure for risk assessment and mitigation. All three projects are EU-funded, within the scope of the FP7 Programme.

Middle East: The EMME project is closely linked to GEM. The project currently covers Iran, Turkey, Jordan, Pakistan, Lebanon, Syria, Georgia, Azerbaijan and Armenia and has workpackages on hazard, risk and loss assessment, but also on city scenario's (Mashad, Karachi, Yerevan, Zarqa, Tblisi). Africa: The framework for a GEM Regional Programme is put in place, combining the sub-regions of sub-Saharan and North Africa. Currently collaborators are working on a pan-African proposal, looking for sub-regional operations managers to run / support the programme and are deploying activities in their sub-region.

Central Asia
: A GEM Regional Programme going by the name of EMCA 'Earthquake Model Central Asia' is in place since February 2011. The programme, aimed at the crossborder assessment of seismic hazard and risk in Central Asia, is coordinated by GFZ and involves many local partners as well as collaboration with other organisations working on risk assessment in the region.

Caribbean
: After several meetings with institutions in the region, an operations manager has been appointed in March 2011 who is currently working on definition of activities in the region.

South-East Asia and the Pacific: Two regional GEM workshops took place so far, where in the first a thorough inventarisation took place of needs and current state-of-the-art in various countries with regard to various aspects of hazard, vulnerability and risk. The second workshop focused on hazard assessment. Soon an Operations Manager will take up a position of coordinating activities in the region.

South-America: An Operations Manager has been appointed for the region in the summer of 2011, and in collaboration with key-collaborators in the region, kick-off workshops took place in October in Venezuela and Chile.

Central America: GEM cooperates with the CAPRA programme in the Central American region.

South Asia: A GEM Regional Programme for the Indian continent, focused on hazard, risk and vulnerability has been defined after a number of workshops involving all relevant Indian institutions. Currently a search for funding and support is ongoing. After that, all neighbouring countries will be involved in the effort.

North-East Asia: First explorations have been made for the definition of one or more Regional Programmes in the region.

In addition to deployment of regional programmes, GEM actively works together with its partner countries and a number of national programmes and institutions.
